Community Project Funding

Congresswoman Bonamici is pleased to announce that the House of Representatives will begin accepting requests for Community Project Funding (CPF). Formerly known as earmarks, the reformed and transparent Community Project Funding process will allow Congresswoman Bonamici to advocate for specific community needs and deliver federal resources to help the people of Northwest Oregon.

Under the rules of the House Appropriations Committee, Members of Congress can each submit up to 10 Community Project Funding requests for consideration during the fiscal year 2022 appropriations process. Requests are limited to specific accounts determined by the Appropriations Committee, and details on the eligible accounts can be found below. For transparency and as required by the Appropriations Committee, Congresswoman Bonamici will make public all ten Community Project Funding requests that she submits for consideration. The Appropriations Committee then considers these requests. We anticipate a highly competitive process, and most requests will not receive funding.

Deadline

Community Project Funding requests must be sent to Congresswoman Bonamici’s office using the forms below by 5 pm PT on Friday, April 16, 2021.

Criteria and Eligibility

When evaluating requests, Congresswoman Bonamici will look for projects that:

  • support job creation and our economic recovery from the pandemic,
  • advance equity and reflect the needs of underserved communities, and
  • represent the geographic diversity of NW Oregon.

Applicants must demonstrate strong community engagement and support.

For most accounts, projects must be able to be completed in one year. The federal fiscal year 2022 begins on October 1, 2021, and all funds must be spent by October 1, 2022. Requests cannot be made for multi-year funding.

Eligible applicants are states, cities and municipalities, and non-profit organizations. For-profit companies are not eligible to apply.

Several federal programs require a state or local match. To be considered under those programs, applicants must have a plan to meet matching requirements. Applicants are not required to have the matching funds on-hand at the time of the request.

For each request, applicants must provide the following information:

  • Appropriations Subcommittee and Account
  • A detailed explanation of how the requested federal funds will be used. If the request does not fully fund the project, describe where the remaining funding will come from to complete the project.
  • Project description, including an explanation of community benefits and why the project is important for NW Oregon.
  • Evidence of community support. Examples include letters of support from elected officials, press articles highlighting the community need, and publicly available planning documents.
  • Indicate if the project will be submitted by you or someone else to another Member of Congress, and if so, which Member or Members.

Important: Most subcommittees require additional supplemental information. Specific instructions from each subcommittee can be found below. Please review the guidelines carefully before submitting your request for consideration.

Requests for Transportation and Infrastructure Committee Highway and Transit Project Designations

The Transportation and Infrastructure Committee announced that it will provide an opportunity for Members of Congress to submit requests for Highway and Transit Project Designations as part of the surface transportation reauthorization expected to advance later this year. This process will allow Congresswoman Bonamici to advocate for specific community needs for highway and transit projects and deliver federal resources to help the people of Northwest Oregon. Highway and Transit Project Designation requests must be submitted online via Congresswoman Bonamici’s website by 6pm PT on Friday, April 9, 2021. You can submit requests here.

In evaluating requests, Congresswoman Bonamici will look for projects that:

  • mitigate and/or improve our resilience to the climate crisis,
  • create good-paying jobs, particularly for individuals who have historically faced barriers to employment, and
  • represent the geographic diversity and needs of Northwest Oregon.

We anticipate a highly competitive process, and many requests will not receive funding. Applicants must demonstrate strong community engagement and support. In gathering the information required, we encourage you to work with the Oregon Department of Transportation, local transportation and transit agencies, and other planning organizations.
