Community Project Funding
Congresswoman Bonamici is pleased to announce that the House of Representatives will begin accepting requests for Community Project Funding for the Fiscal Year 2027 appropriations process. The Congresswoman is grateful for another opportunity to deliver federal resources directly to targeted projects that help the people of Northwest Oregon.
In evaluating requests, Congresswoman Bonamici will prioritize projects that create jobs and boost economic development, emphasize equity and prioritize the needs of underserved communities, have strong community support, and represent the geographic diversity of NW Oregon.
Under the rules of the House Appropriations Committee, Members of Congress can each submit up to 20 Community Project Funding requests for consideration during fiscal year 2027 appropriations. The Appropriations Committee then considers these requests. We anticipate a highly competitive process, and most requests will not receive funding. Some requests that do receive funding will receive a lower amount than requested.
The House Republican Majority made several significant changes to the Community Project Funding process for Fiscal Year 2027.
Memorials, museums, theaters, performing arts venues and commemoratives are not eligible for Community Project Funding. Non-profits are not eligible for the Department of Agriculture Subcommittee (with the exception of fire stations) or the Housing and Urban Development’s Economic Development Account. The Financial Services and General Government Subcommittee (FSGG) will not be accepting Community Project Funding requests this year.
Congresswoman Bonamici is deeply disappointed that projects that fall under these categories are ineligible for consideration. Non-profits and the arts and culture play an important role in making history accessible and spur economic development, and past projects funded under the FSGG subcommittees have made a tremendous difference in our community. She is hopeful that these changes will not be made permanent in future appropriations processes.
The Department of Health and Human Services’ Health Facilities Construction and Equipment Program will be accepting Community Project Funding requests for the fiscal year 2027.

Submission Deadline
Community Project Funding requests must be submitted online through the Google Forms linked below by 5 pm PT on Wednesday, March 4, 2026. Applicants are encouraged to submit requests as early as possible.
Please note that the Senate refers to Community Project Funding requests as Congressionally Initiated Projects and maintains a different submission procedure and set of guidelines than the House. It is acceptable and encouraged to submit projects through both the House and Senate processes.
Eligibility
The Appropriations Committee will only consider requests that meet certain guidelines, including that the recipient is a state or local government or eligible non-profit. No requests for for-profit recipients will be considered. Project requests must be for fiscal year 2027 funds only and cannot include a request for multiyear funding. Applicants must be able to demonstrate robust community engagement, need, and support to be considered.
House Republicans are also requiring that a project clearly identifies a federal nexus tied to a federal authorization law. Projects must confirm that funds will be used for purposes as authorized in the relevant U.S. Code or Public Law Citation. More information and examples are included for each account in the Google Forms.
Several federal programs eligible for Community Project Funding requests require a state or local match. If applicable, requesting entities must be able to demonstrate the ability to meet matching requirements. Note: This does not mean that matching funds must be in-hand prior to requesting a project, but that there is a plan to meet such requirements.
Many federal infrastructure projects funded through the Appropriations process are subject to the Build America, Buy America (BABA) Act, which generally requires that iron, steel, manufactured products, and construction materials used in the project be produced in the United States. Applicants should review the specific guidance for the relevant federal account, consult the administering agency or state office, and confirm applicability before submitting a request.
