Oregon's Suzanne Bonamici said the investment will pay off and "help us transition to a clean energy economy while creating high quality good paying jobs."
Nevada's Dina Titus said it also helps the environment.
The bill "provides for more efficiencies in highway construction for example, places where you can plug in your electric vehicles," Titus said. "More efficiencies for school construction to make them more heat efficient."
House Democrats on Tuesday will issue an ambitious plan to combat climate change, a move intended to reassure their base of supporters but that's sure to inflame opponents on the right.
The proposal will be released at an event at the U.S. Capitol with Speaker Nancy Pelosi and several other Democratic lawmakers.

House Democratic leaders on Monday unveiled the text of a broad $1.5 trillion infrastructure bill that includes billions for clean energy and clean water. "Those who don't believe in climate change, tough luck," Transportation Chair Peter DeFazio said when announcing the bill last week. "We're going to deal with it."
As we recognize this World Oceans Day, we understand that a healthy ocean is a necessity. Our ocean sustains life. Our economic well-being is tied to a clean ocean for fishing, tourism and other industries. For years, the ocean has literally "taken the heat" for us and mitigated the effects of rising global temperatures. The ocean absorbs human-caused pollution, making it acidic and less habitable to species of all sorts. We must be mindful not to exact any more damage.
With wildfire season approaching, emergency planners urged Oregonians in rural areas to be prepared while health care professionals called on lawmakers to fund low-cost measures to protect residents.
The letter was followed by another from four of Oregon's U.S. representatives -- Greg Walden, Peter DeFazio, Earl Blumenauer and Suzanne Bonamici -- late last month to the U.S. Forest Service chief, asking for details on the agency's preparations for the wildfire season during the pandemic.
